The Development and Environmental Development Association (DEDA) aims at empowering youth, workers to acquire skills and competencies that let them to increase their employability and build their future. The Association enhances its cooperation with the industrialists and employers to determine their needs in skilled manpower so that the training courses it delivers respond to the requirements of the employers, the matter that results mostly in employing the trained people.
In addition to carrying out the necessary studies and statistics to determine the employers' needs for efficient manpower, we aim at providing trainees with the practical, linguistic, digital, safety and life skills required by employers. By organizing and implementing various social, health, sports and folk activities, we assist the society to ensure its proper living in a clean, healthy and safe environment free from all forms of pollution.

``This non-profit Association contributes from one hand to assisting industrialists in finding efficient Lebanese labor that would enable them to achieve high quality production, and from the other hand empowering graduates to acquire the practical skills to carry out their duties. This equation is the basis of the the Association's goal. From their side, employers find a Lebanese labor force that meets their needs, and enables them to dispense with the foreign labor force, and from their side the Lebanese youth improve their employment opportunities. Mr. Rafi Manoukian is the financier of the Developmental and Environmental Development Association (DEDA) program to train Lebanese youth. For this reason, the association names association's training center in Sad El-Bauchrieh as ``Rafi Manoukian's Learning Center`` and delivers the training certificates under the name of ``Rafi Manoukian's training course``
On the other hand, the chairman of the association, Mr. Nabil Naccache, places his offices and the equipment they contain free of charge at the association's disposal. He also manages the association and contributes to developing curricula and developing training materials without getting any financial compensation.
Even before the 2019 economic collapse, technical education curricula was not compatible with the needs of the market and the graduates did not have the skills required. As a result, many employers resorted to hiring foreign labor, others incurred the cost of training fresh graduates in their institutions to provide them with the skills required, which incurs a high cost and waste of time.
After 2019, vocational and technical education was disrupted, online learning was adopted and due to the health crisis, the cost of transportation, electricity cuts and other issues needed to provide minimum quality educational services.
From this point of view, the Association was established to be a link between groups of employers and TVET graduates, on the basis that the Association organizes special training courses to the youth. This arrangement assists the employers to replace the foreign labor force with a competent Lebanese workforce capable of carrying out the required duties within very short time.
As a result of the economic crises and the unprecedented deteriorating situation of the country, and as a result of adopting the principle of online learning without prior preparation, cohorts of graduates from vocational and technical education became holding diplomas without acquiring the skills required to carry out their duties or to practice their professions.
To address this situation, the Association works hand in hand with employers, to organize special training courses for graduates to provide them with the practical attitudes that industrialists and employers specifically require to operate their factories.
The Association sets the training curriculum in agreement with a group of coherent industrialists, and the trainees are selected in advance in agreement with the interested employers to guarantee the employment of many of the trainees who follow the training course.
Noting that Mr. Rafi Manoukian is the primary financier of the Association for his confidence in the Association and his conviction of the need to empower Lebanese youth, at this difficult time that the state’s educational institutions are going through.
The DEDA association is in the process of opening a new learning center in Sad El Bauchrieh under the name of “Rafi Manoukian’s learning center”. The purpose of this center is to expand the range of professions for which practical training is being conducted. It is expected that the new center will be ready as of the beginning of the new year 2024.
The Association will soon announce training courses in new professions such as motorcycle maintenance and repair, cell phone maintenance and repair, air conditioning installation and maintenance, domestic electrical installations, English language and Entrepreneurship.
On September 14, 2023 the association, in partnership with the Automobile Importers’ Association (AIA) and in the presence of representatives of major automobile companies, distributed certificates of completion of a training course on “Advanced car maintenance and repair technologies”. The number of trainees who received the training certificates was 28 trainees, more than 75% of whom worked in the automobile companies that participated in the training. The certificates were signed by both the DEDA and AIA.
The association’s training program for the year 2023, which is fully funded by Mr. Rafi Yeghishe Manoukian, includes 4 advanced training courses (Rafi Manoukian’s’ training courses) implemented in cooperation with the Automobile Importers Association and major car companies. The courses are aiming at training 56 trainees on advanced car maintenance and repair technologies. All of these courses are completely free, and the association pays the trainees a transportation allowance for each day they attend its headquarters to pursue the training.
In cooperation with a group of senior industrialists, the association, at their request, trained 14 trainees on operating numerically controlled machines (CNC). The training also included gas welding, precise measurements, and other skills specified by the industrialists.
All training courses organized by the association are conducted in cooperation with employers to meet the skills they require. They are also free of charge and always include the application of professional and personal safety procedures according to the OSHA American organization standards. They also include the principles of first aid, organization of the workplace, use of manual and electrical tools, and other needed skills necessary to practice the profession for which the training is being conducted.

The scientific background required for each training course depends on the type of the course, but in general, if the course is not about Advanced Technologies, the minimum required background is completion of the basic education and knowledge of one of the French or English languages.
